It was made clear at the end of Tokyo Drift that Dominick Toretto was definitely going to be a key character in the next movie. As for Sean, he is not really involved in the next movie, however Brian O'Conner returns after being released from prison after he and Roman Pierce helped catch a drug cartel leader in Miami.
